The Former President's Progressive Warning Overlooks Europe's Real Danger: Technological Stagnation.

The recent US national security strategy offers a flawed assessment of the European Union. The document asserts that open-border policies and so-called "woke" agendas represent an existential threat to European civilization. Yet, this argument rests on a serious misreading of the reality. The actual danger confronting Europe is not societal but economic and technological lag.

A Glaring Growth Divide Separating the US and Europe

The data reveal a stark contrast. From 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the EU. During this time, EU GDP per capita dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a greater average income than several leading EU nations like Italy and France.

Today, about half of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Deficit: A Critical Problem

The growing disparity stems from superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have scaled into enterprises valued at over $10bn, versus just 14 in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does the EU positioned? Most analysts concede it is essentially a two-horse race between the US and China, with European nations starting at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major reasons explain this technological divide.

  • Venture Capital: The US boasts a much more robust and more dynamic network for funding startups. Europe has yet to establish a true capital markets union, which caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can introduce a product under one regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have started to propose serious reform. Notable analyses on European competitiveness and the internal market point to the necessity of sweeping reforms.

Given appropriate incentives and rule changes, these assets might enable much higher degrees of commercial innovation.

Europe retains considerable strengths: skilled human capital, excellent schools and universities, and world-class labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still significantly increase productivity by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a critical moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. However, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
