UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a latest study of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and utilising savings to weather increasing fiscal pressures.”

Specific Examples of Proposed Sales

One local authority in Kent said its property management strategy featured the sale of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will have to increase council taxes next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and financial savings,” said Vince Maple.

He added: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

Research of county councils recently also found local finances being strained by the growing number of children and older individuals requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
